CIVIC NEEDS: West Sacramento

West Sacramento is a vibrant riverfront community centrally located in Northern California. It is recognized as an innovation leader and a growing center of commerce, recently emerging as a hub for the food industry and related activities. Food companies from around the world have chosen to build facilities in West Sacramento. Urban farms dot the landscape, providing fresh produce to residents and restaurateurs.

West Sacramento encompasses approximately 22 square miles, with abundant open space and a population of 50,000 people. The riverside area called the Bridge District is rapidly developing. There will soon be 1,000 new high density housing units here along with offices and restaurants. Raley Field, home of the River Cats, the AAA affiliate of the San Francisco Giants, anchors this part of town. Plans are underway for a streetcar line that will connect the city’s core with the Bridge District and the state capital just across the Sacramento River.

Fire Department: Smart Incident & Field Reporting

Context: The West Sacramento Fire Department has the mission of protecting life, environment, and property within the City of West Sacramento. To effectively complete this mission, the Department has located five fire stations throughout the City. The five fire stations operate 24 hours a day, 7 days a week with a combined staffing of 17 personnel on duty which includes a Battalion Chief to respond to all structure fires and other major emergencies providing Incident Command and Scene Management.

Technology Tool: The Fire Department seeks a tablet-based application that would allow officers from the Fire Department to populate Fire RMS record keeping software and update the station’s logbook from the field. Officers respond to incidents harvested from a dispatcher and assess and document smoke detectors, value loss from fire, vehicular accidents, and other information. There is a need to eliminate redundancy, digitize records, and create a user-friendly interface as well as an opportunity to test an app that could pull information from a smart smoke detector or car system.

Public Works Department: Flood Alerts & Real-Time Evacuation Routes

Context: The mission of the Public Works Department to deliver sustainable infrastructure and quality services that benefit the public and add value to the West Sacramento community. Core to the mission of Public Works is emergency preparedness in the event of a flood or disaster and therefore, the department coordinates preparedness and emergency planning events with local, county and state agencies

Technology Tool: Public Works seeks a mobile app that serves as a communication alert system for neighborhoods to receive personal notification of flood emergencies by text message in the language of their choosing. The mobile app could include features like real time, location-sensitive, evacuation directions; links to emergency information; and a way to “check in” with friends, relatives, and emergency responders. The app should augment an existing “reverse 911” telephone-based alert system and could engage with tech solutions the city has already piloted including a dynamic inundation map and a video game.

Police Department: Virtual “War Room” for Detectives

Context: The West Sacramento Police Department is committed to providing quality service to the community and its guests through maintaining order and fostering a sense of security. The Police Department provides a full range of police services to the residents of West Sacramento and is responsible for patrolling city neighborhoods, the business districts, responding to calls for service, investigating crime and arresting offenders and working closely with the community to identify and solve problems of crime and neighborhood disorder.

Technology Tool: The Police Department seeks the development of a virtual “war room” for Police Detectives that could store the case notes, charts, diagrams, photos and other visual information relevant to a case. A real-time, CLOUD-based environment is needed that can quickly update new information shared by detectives and amongst police officers. The visual environment needs to have the functionality of a bulletin board, whiteboard, and interactive map with drag and drop capabilities to move key thought pieces around as connections arise during case development.

Police Department: Engagement App to provide Social Services and Track Resource Availability in the Field

Context: The West Sacramento Police Department is committed to providing quality service to the community and its guests through maintaining order and fostering a sense of security. The Police Department provides a full range of police services to the residents of West Sacramento and is responsible for patrolling city neighborhoods, the business districts, responding to calls for service, investigating crime and arresting offenders and working closely with the community to identify and solve problems of crime and neighborhood disorder.

Technology Tool: Develop a mobile app that would allow Police Officers to more effectively serve the homeless by facilitating real time eligibility interviews with social service agencies from the field via video conference and by providing immediate access to information about the availability of resources and social services. The tool should allow officers to print out vouchers for transportation, food, and/or shelter based on the individual’s need, and map where the homeless are encountered in order to provide continuously improving service to the community.
